Can I make a conditional design base on other cells (Excel)

I'm trying to make this by Excel rules:

That any cell (in column B) that is near (beside) "1" (in A) will be red, and any cell near (beside) "2" will be green.
There is a possible way to do it? (without VBA, only with excel rules).
